In a desert, there isn’t really a line of what is fair or necessary. You know what I mean? A draconic law or draconic punishment goes beyond what is reasonable or necessary. If you’re talking about, as you mentioned, a desert that is arid and oppressively hot, I don’t know if “draconic” would be an appropriate description because there’s no understood standard, no line being crossed. So like another commenter mentioned, you could describe something like a prison as draconic. When you’re referring to an environment, it really only works if there’s a context that defines what would be reasonable. If that student is expelled for stealing a pencil, that would be draconian, because the offense was so small and the punishment was much more severe than necessary. For example, if a school kid steals another student’s pencil, a reasonable punishment might be for the student to be reprimanded, or given a detention, or something along those lines. So it’s relevant to the issue that it’s addressing, if that makes sense. The term “draconian” means severe or cruel, but it means that in the context of law, and is typically a relevant term, meaning harsh or more severe than necessary.
